Unfortunately, there's no way to say for sure at this point when the various GMAT Testing Facilities are going to reopen.... and once they do reopen, there will likely be a lot of interest from GMATers who have waited months to take the Exam - meaning that it might be more difficult to get a Test Appointment at the exact Day and Time that you would like to have one. It's important to remember that lots of people are thinking about this issue - and as a consequence of this type of delays, it's likely that Business Schools will end up adjusting their respective Application Deadlines (either by pushing back the deadlines or perhaps adding additional Application Rounds later on).
Since the At-home GMAT does NOT count towards your 8-attempt limit, there's no harm in taking the At-home Exam. However, there are a number of potential issues with that option (among them, the online notepad - which you already seem to know about), so if you cannot perform at your best under those testing conditions, then you might want to wait to take the GMAT later on at a traditional on-site Facility.
