I think it should be A. A is clearly inferred from the argument. Argument says that even among urbanized west, california is an exception.
E is misleading.. there can be some states which may have more overall density than california..for example there can be a state with 80% of it's area in rural sector..but still much more poupulation per area.

A because you have 9% of the population living on 96% of the land, makes for a extremely low pop. density, E is wrong because the OVERALL population density in California is nothing out of the ordinary if you consider that you are dividing the total number of people by the total amount of land, not just the land they live on but the land they do not live on also (the 96%).
