No doubt, A it is.

If California is the state with greatest fraction of its population in the urban areas , it should be the state with the smallest fraction of that in rural areas.

No doubt, A it is.

If California is the state with greatest fraction of its population in the urban areas , it should be the state with the smallest fraction of that in rural areas.

Reverse of C is true :)

96% land is rural. 91% population lives in urban. So 9% in rural

So, 9 percent of the population lives on 96 percent of the land.

The West is highly urbanized, but California is exceptional even in that region: 91 percent of its population lives in urban areas. Geographically, however, California is rural: 96 percent of its land is outside urban areas.

"A".

"C" would have been the best choice if it had correct numbers. "B", "D" and "E" are outside the scope of the passage as no comparison between California and other states has been done.
