Hi there! My take on things like this is that if they meant "no more than 60 seconds, but REALLY it can SECRETLY be 65 seconds" then the wording would be different, e.g. something like "around" 60 seconds.
YES, it MIGHT be totally OK if your video is 64 seconds...
but in a process THIS competitive, why risk it ?Sure, the reaction might be: "Eh, it was only a few seconds over"... BUT it also might be: "When we say 60 seconds, we mean it -- why does this kid think they deserve to get a few extra seconds?"
