I wouldn't think so. They stated in their email that they are backed up and will not get all the decisions by the 23rd.

Its not totally blind. Which is an odd statement to make, but essentially the person doing your interview has your resume and a list of questions that the first person who reviewed your application had. The person who is doing your interview has not read your application, just the resume and the list of questions. The way they conduct interviews is very conversational, so you almost don't realize you are being asked a bunch of questions, questions continue to build upon statements you make throughout the interview.
