Thank you for your reply. Is it simmilar situation with other universities? I am set on applying in EA or R1 for next year, so I am exploring my option as an international aspirant.

It is just question of time window for me personally. I have full time job and I want to wrap it up as soon as possible, because end of the fiscal year and its begining is very busy for us in accounting.

My two cents is that they are waitlisting intl applicants to give priority for domestic applicants, especially those who might have been impacted by the ongoing layoffs in the software sector.
