grad, you are lucky that you had this problem with Columbia, where you still are some time away from the deadline. Imagine if you were going through this trouble on 9th Oct for H and W!! A slow recommender can turn your R1 app to an R2 app (Or worse still, an R2 app to an R3 app).
So I think this is a good check for you. See if you can improve your means of communication with the recommender, or if you can change the recommender. A month and a half is a long time for anybody .. however busy (s)he is.

The problem with hunting for a new recommender at this stage is that the new person will take atleast ~2-3 weeks to process his draft
Wont be fair on my part to expect it any earlier as I'l run a huge risk of compromising on the quality !
