Can i fill applications now and send in GMAT scores later?

Usually applications require you to submit your scores in them even if they may not require the official score report to be sent. 
So in other words, most programs require you to have taken the GMAT already, even if they do not require proof because they have a required test scores section that you cannot skip.

In general it doesn't make a lot of sense to submit your applications then take the GMAT.

The GMAT is one of the few "objective" measures that schools have to assess your application. You need to know your GMAT score (or at least have one in hand even if you're retaking) when you are crafting your applications. In case you have a problem with part or all of your GMAT score, you can sometimes mitigate that with additional essay explanations or putting more emphasis on your quant credentials in your application.

In short, better to get your GMAT score, then pick programs, craft applications and submit.
