Just sat my first exam this morning scoring 690 Q45 V39, my score was a bit underwhelming considering my official practice tests hovered around 720 Q49 V38.
The test centre's staff, location, facilities, etc. were all great; however, the pens were horrible. Every one I used had little to no ink in it. Even the pen I started with, had none and I had to immediately ask for another (which just lasted one section)
Two weeks before the exam I purchased a pack of Stadtler Lumocolor 3119 pens to get used to the feel writing on a laminated scratch pad. I had no issues while writing practice exams.
Would it be possible to request that the test centre provides me with new pens when I retake? It seems that the pens are just rotated and hence dry out.

You can always ask, and they may agree
Or, going by my experience and that of others, they probably will agree
For my own exam, I was really worried about having an experience of the type you describe. So I asked for two pens instead of one (the attendant agreed)
I had a student whose working style was such that she always used a big chunk of the sheet for every quant question.
In her three attempts, she always asked for two notepads at the start of each section - and that was given too
So go ahead and ask, and try to check the pens before going into the exam room.
Also, have you reported your experience to the GMAC as a test centre irregularity? If not, you should: after all, good working pens are essential.
