Can I use Kaplan GMAT Premier 2009 now..? Hope the questions will not be outdated as per the gmat standards today ?

I wouldn't recommend it personally, but if that is all you have then go for it!
The test has changed quite a bit since then, including the newer sections, and change of focus on certain areas.

The newest or more recent would be more the more efficient route if possible, in my opinion.

The only significant change is the addition of Integrated Reasoning (in place of the Analysis of an Issue essay). The quant and verbal sections haven't changed significantly, and "new" materials such as the brand-new 2015 Official Guide are still using problems from longer ago than that!
