I have my exam on 12th september and the time I have booked is 4:00 pm.
Is it possible that I can give the exam before that time if there are no other test takers?
Does GMAC allow that???

It really depends from the debriefs I've read some have been allowed to take the test early and some had to wait. But in your case if there are no test takers, then you will be able to take the gmat early.

yes it depends on the gmat center..But yes there is a possibility.
