You have a good profile with decent work experience. The management experience in municipal government makes your profile quite unique that will interest B-Schools to call you in for the interview. However, you need to align your experience and your preferred career path with a strong justification for how an MBA fits into the picture. This needs to be highlighted in your essays.
Most of the schools on this list should be possible to crack with a 640 GMAT score. However, for Queens in Canada and Boston and Carey in the US, you may need a more improved score, as the avg. GMAT for these programs are 660, 680, and 660 respectively.
I would advise you to work on the essays first as that will give you an idea of the strength of your application and then you can build on it accordingly.
