There are two situations (according to me) in which you should ideally pursue the second MBA:
1. You are not able to move up in your current role.
2. You want to explore something completely new from whatever you are doing currently

I understand for you, the second option is more appropriate.
So, i would suggest go for it.

I think you need more practical experience. You should get some practical knowledge to gain self confidence. I know Asian people always think of a outside degree to value their career. I am not totally agree with this. If you have the capability then you have lots of option doing something in your own country. Just believe you can. A can do attitude can take you there that you never imagined.
