A census showed 12% of the residents of country X had incomes in excess of $30 000 per year and that 16% of the residents of country Y had incomes in excess of $30 000 per year. What is the ratio of the number of residents of country Y to the number of residents in Country X?
A) 1/3
B) ½
C) 1
D) 2/1
E) 3/1

Something is missing here. Dont we need a relationship between X and Y? :?

I think the question is missing some information. Atleast the average income of both the contries X and Y needed to derive the answer.
