It is true that isn't a lot of information to work with in terms of assessing your chances; however, T25-50 would seem appropriate with a 650.

The question about whether you should retake the GMAT comes down to two factors. Do you want to target a higher ranked program? Would (preparing for and) retaking the exam actually result in a higher score? You did really well on the Quant side, so you should focus on the Verbal side for your retake. Fortunately, the GMAT rewards balance so as you improve your Verbal side, your overall score will increase at a higher rate. However, if you have reached your effective ceiling, then it might not matter.

Are you applying now, as in R2/R3 of this year, or next year for 2024 matriculation? If you are applying now, then time does become a factor as there will be a tradeoff between preparing for the GMAT and putting together the application themselves.
