You can use whatever you want. Should you? Thats another question.
Odds are, if you try to tell the admissions committee that the one thing a PROFESSIONAL COLLEAGUE would tell the adcoms about YOUR personal development is DETAILS ABOUT YOUR FAMILY.... I'd question your sanity. Keep in mind it will be transparent that you are using another essay. Don't just try to force fit stuff.
I'd also caution you against the family background stuff - people tend to write more about their family than they do about themselves. Something to keep in mind.
Either way - the background essay from Kellogg is pretty darn different - GSB is asking for one aspect of your personal development whereas Kellogg is asking background, values, academics, activities and leadership skills. Common!! These are not one and the same.
And how in the world would your assesment essay fit here? It's an assesment of your candidacy, specific to Kellogg, not GSB, and it's not talking about your personal development, its probably got stuff in there about GMAT scores, or analytical skills, and work experience, etc etc etc.
Here's my honest advice: I think you are trying to cut corners and save time, and I can appreciate why you feel pressured to do so, but it's not going to do you any favours when it matters most.
