My answer is  (B) . It took me 56 seconds.

(A) "annual" and "per year" are redundant. 
(C) Comma splice. "in addition" is an adverb not a conjunction. 
(D) Comma splice. "Moreover" is an adverb not a conjunction. 
(E) "annual" and "per year" are redundant.

Issues: The terms "annual" and "per year" mean the same thing - an event happening once in a year. Both the usage in a sentence is NOT apt. The answer options have error. Though B looks correct as it uses SLOW, You cannot slow the high rate of something. You can decrease or lower the high rate.
