In B, we don't know that cell phones are traceable because that is not part of the premises. It is only given as a separate assumption later. In addition to this, the fact that people have access to cellphones doesn't exactly help because it doesn't address anything about ability to make fake calls.
In C on the other hand, by telling us that the police can identify any private telephone, it must include cellphones since those are private. The fact that the assumption tells us this precludes the possibility of making the phone untraceable.
As always, it is best to make as few assumptions yourself based on the given info.

I also chose option B and I think I know why it is wrong
There are the words "almost all" and therefore, it signifies that although the majority had private phone...
There were still some people who did not have a private call ....so in this case it will be wrong bcz the police has to protect all and not the majority only who have private phones
Whereas,
in option C we can infer that the police can know the identity of the caller hence if public phones are removed that won't be a problem since there is one more assumption that everybody has cell phones, since the number of people in possession of cell phones is not mentioned
thereby, if the police can identify the identity of the caller and all public phones are removed then the removal of public phones will be justifiable

Such assumptions are not required in the question.
The requirement of the mayor is to eliminate fake calls to the police department. In order to strengthen the reasoning, we have to choose the option that states that fake calling can be eliminated. In Choice B, there is still scope for fake calling, the scope completely eliminated by Choice C.
