Only A and B stand out. A is too good to go for, but it just destroys the premise(blue text) of the argument. This makes it wrong.
On the other hand, B does not help at all, especially when the term 'some' is used which makes is loose candidate. Unfortunately, it is better relatively.

A can also be wrong because if the auto repair shops are taking the buying decision multiple times, they will opt for choosing the cheapest option therefore performing the ideal scenario of getting estimates.

So, Only other option which seems true is B
