We can shorten the term "requirements of training" as training requirements . So I will go with C

Commercial pilots receive their training from regional airlines with increasing frequency, often preferring to avoid the expense of the requirements of training offered by private companies and the service required by the Navy or Air Force.

(A) the requirements of training offered by private companies

This option means the that pilots avoid expenses of requirements of training. The requirements don't have expenses, the training does. INCORRECT

(B) requirements offered for training by private companies

Same error as in option A INCORRECT

(C) the training requirements of private companies

Same error as in option A INCORRECT

(D) the training offered by private companies

"the training offered by private companies" and "the service required by the Navy or Air Force" are parallel and correctly indicates that pilots avoid expenses of training.

(E) private companies' training

"private companies' training" and "the service required by the Navy or Air Force" are not parallel. "private companies'" is possessive noun and service is normal noun, INCORRECT

Hence I chose option D

(B) requirements offered for training by private companies

(C) the training requirements of private companies --> Not parallel

(D) the training offered by private companies --> Correct, rectifies parallelism error

(E) private companies' training --> Not parallel

Hence, D.

KAPLAN OFFICIAL EXPLANATION:



The original problem, at least as far as meaning is concerned, comes in the "expense of the requirements." It's not the requirements that are expensive but the training. Eliminate (A) and (B). (C) contains the same error because, even though it adds training before requirements, the object is still requirements (training only modifies it). (D) and (E) both offer training as the object and to that extent are both correct, but (E) isn't parallel with the service required later in the sentence. So (D) it is.
