Hello
Here it goes
the question is testing the idoms : compare with versus compare to and logical comparison
the today poors and the poors in the time of the Grapes of wrath
compare with is for similarities and compared to for differences
hence we can eliminate D and E
B is very wordy and heavy
A is wrong because it compare the poor of today with the time of John S
B does about the same

only C compare the poor of today with the Characters of of the Grapes of wrath

Don't always use idiom as a split to make answer choices; look at the context.
What is compared to what? Something has to be equivalent the poor (who are people)
Here, only characters are the proper comparison, hence answer choice (C).
