Within the set of choices provided, (A) seems to be the best although I would have preferred if it were restated as :
Concerns about public health led to the construction of three separate sewer systems between 1876 and 1904 to serve ....

who cares, this is the GMAt right !

B and C use HAVE LED meaning this is still going on, which isn't true
D and E use gerund LEADING to imply an action, also incorrect

Simple past "led" works perfectly here because the action occured well in the past.
