A. you dont need perfect tense here. so b and c are out. 'There ' is ambiguous. hence d and e are out.

A seems fine as it is...
B & C use have led which is wrong (in this sentence it should be had led)
D & E mess up the tense "there were concerns and leading" do not fit well.
