A. Seems grammatically correct. I will choose this as the answer.
B. “have led” is incorrect since this happened between 1876 and 1904.
C. Sounds awkward
D. Awkward (“There were … leading” seems incorrect. “serving” seems incorrect as well.”)
E. Awkward (“There were … leading” seems incorrect. “for serving” seems incorrect as well.”)

A. an event in past can not have a present participle describing it.

IMHO B
Reason
1. I do not like "between 1876 and 1904 " in between construction...of phrase.
2. Concerns still have effect in present so present perfect is also fine.

Wheter its A or B, I have a query.

Why the seperators are not used in any of the option? Like if I use the seperator in A, it will become
Concerns about public health led to the construction, between 1876 and 1904, of three separate sewer systems to serve

Sorry for the late reply friends...The OA is A...I marked it as B while attempting...Realized that due to the modifier error, B is wrong....
