A - Correct , although not keen on the use of they.
B - poor construction
C - wordy, lots of errors: should be bigwigs who, fleets which were also grounded
D - ambiguous pronoun (they)
E - ridiculous

A too (though would have been better if it had a "also" for not only X but also Y)

i would say B. surely not convinced but B looks the "best" amongst the worst :)

Surely not A cauz the idom "not only... but also" is not satisfied
