The statement: "While researchers found that up to 97 percent of shallow-water fish caught by fishermen using a fly and lure method and then released back into the water (survives/survive), catch and release of deep-water fish was associated with a very low survival rate"
I thought shallow-water fish should be singular but the correct answer considers it plural and chooses survive instead of survives

"Fish" is one of those nouns that can be singular or plural.
This sentence is about the percentage of fish that survive being caught and then released.
So, since the logical meaning is that multiple fish are caught and released and that some of them survive, we can see that, in this context, "fish" is plural.

Fish can be both singular & plural , note that sentence says 97% of fish.. which would be many hence plural verb
