congestion pricing needs a verb without which the clause will be in complete hence we need a comma after modifying clause not semi colon
eliminate A,C
we eliminate E - coz we need a verb after the modifying clause not subject "it"
Between B and D - B has a parallel construction also it does not distorts the meaning
