A verb preceded by "to" is actually the base, or infinitive, form, and it has a large number of uses. For instance, when we are requesting/demanding something from someone else, our verb is usually followed by an infinitive. Here are just a few examples:
I want you to make this.
I asked her to sign the form.
We expect the family to arrive tonight.
He is known to make hasty exits.
You are required to show identification before entering.
The post you are quoting relates to the command subjunctive, but the poster doesn't have it quite right. We wouldn't say "I require them do this." We'd say "We required THAT they DO this" or "We required THAT this BE done." This form uses the "bare infinitive" without TO, but it is triggered by a "bossy verb" (require, demand, ask, suggest, etc.) followed by THAT. No "that," no command subjunctive.

Yes command subjunctive totally makes sense. I don't have an example off the top of my head, but anyway. Your examples make sense, but are there instances where the addition of 'to' leads to a wrong sentence meaningwise?

Sure, but they are too numerous to mention. We use infinitives to achieve certain purposes, and they are wrong everywhere else. Try adding an extra "to" to any of the verbs in your sentences or mine: "Command subjunctive totally to makes sense." "I don't to have an example." "They to be too numerous to mention." That last one, "to mention," is needed, and the rest make no sense.
