The question is basically asking us for a statement that would keep the two points of view at odds with each other. The conservative thinks we can't find these broad trends in society's daily progress since change tends to happen through accident, etc. The socialist wants to understand how change has happened in the past so that they can shape future progress. So we can expect an answer that says that the conservative thinks you can't shape future progress.

A-C don't address this.
D still allows us to shape individual progress, just on an individual basis. (The socialist didn't say we have to make progress in teams.)
E says that we simply can't make progress the way the socialist wants because we can't predict what action is needed. That creates the disconnect we need.
