but in the past tense of consider. "considered"?

I believe 'considered to be' is correct.

He is considered to be the greatest hockey player in history.

Not sure about 'considered as'??

Considered as is definitely wrong. This is touched upon in ManhattanGMAT SC book.

on the GMAT, consider is never to be in the form of considered as.

He was considered as the best. WRONG
He was considered the best. CORRECT


I found this description somewhere on this forum. Can anyone give me a REAL GMAT question where consider took this form?

consider that + sentence
>> I consider that the weather will be fine.


What do you mean by REAL questions? :)

when I think of 'consider to be', I think of it in the following constructions-

The biologists consider X to be superfluous.
OR
The biologist considers X to be superfluous.
OR
Jack's peers consider him to be a champion chess player.
