Question Analysis -

'have been' is used in the non underlined part

ANSWER CHOICE ANALYSIS -

A) 'builds' cannot be used, 'building' has to be used with 'have been'
B) Same as A
C) 'to' represents a sense of intention, but here the purpose is different
D) 'it' is referring to what?

My answer is (C). It took me 43 seconds.

After "have been", a present participle such as "building" must be used. Eliminate (AB).

Eliminate (D) because "it" does not have a meaningful antecedent.

Compare (CE): "to do so" = "doing so"
"Recently" is more concise than "in recent times".
Choose (C) for its brevity; shorter is better.

If we wish to refer to a previously mentioned verb (building), we need to use the phrase to do so or doing so.


"It" refers to antecedent "building" correctly but why do we need to use the phraseto do so or doing so ?

"it" cannot actually refer to the verb "building", as "it" is a pronoun, and pronouns can only refer to nouns. For verbs, "do" and its derivatives, such as "do so" and "doing so", play the role of reference.
