NYU Stern is no doubt a better place if you want to go into investment banking. Being in New York City and going to a school with a such a strong legacy in finance is kind of a slam dunk. Johnson does do very well with investment banks even though it's not a core school, but the drop-off in IB placement is significant.
You MIGHT be able to go leverage your Johnson scholarship with NYU. See if they will match it. As unlikely as that may be, NYU may be able to give you some money to help close the gap. You never know!
At the end of the day, it's a personal call based on your individual finances. NYU is going to be much more expensive particularly given the high cost of living. If you can stomach that, go with NYU.
