We require original price and discount

1. Product X is discounted by \$3 and Product Y is discounted by \$8.
We do not know the original price.
Insufficient

2. Product X is discounted by 20% and Product Y is discounted by 40%.

We do not know the original
Insufficient

Combined
This tells us that 20% of A is 3, so A is 3*100/20=15, thus discounted price is 15-3=12
40% of Y is 8, so Y is 8*100/40=20, thus discounted price is 20-8=12
Both are same..
