It is E.

if it is not raining, then you are not in the highway driving your car. If you are not driving your car in the highway your car is not polluting.

A is out coz bicycles are not related here.
B is out coz it obviously conflicts with the conclusion.
C is out coz it breaks the logical link between "my car" and "rain"
D is out coz it's unrelated.
E : " it's not raining" ---> i'm not driving my car on highway----> my car can avoid being a polluter ....uhm, but i think the logic is not sufficient ...It should be better if A is " All polluters travel on highway" .
