wud pick C..stem says money spent in 1987 was more than in 1973 even though more boats were sold in 1973.........hence boats in 1987 cost more=> luxury spending.....

I would pick D, which is very apparent (I was even searching for this stuff before looking at the answer choices).

C comes close but may be out-of-scope. If D had not been there, I would have cosen C. Only D can be 'properly' inferred.
