The best way to explain is by example. I think I have seen this in OG but not very sure
Statement: The airline is planning to introduce cheap tickets during non peak hours, so that the demand during these hours will increase, this will also help them better manage during peak hours.
Circular reasoning: If the plan has to suceed the non peak hour and peak hour cannot remain the same anymore and if they do not remain the same the plan cannot suceed.

A: We can prove that the earth is round by this: if you keep going on one direction you would be able to return to where you start in the beginning.
B: How do you know if you keep going on one direction you would be able to return to where you start?
A: Because if you can't go back to where you start by keep on going one direction then the earth will not be round.
