Will go with E.

Though speaker X doesnot mention money, but Speaker Y mentions using public funds for a better use. Hence cost of retraing and cost of 9mm is somewhat relevant.

E talks about criminals using 9mm guns. But the enitre discussion is what gun should be used by the police force.

Should be A.

E is relevent. If we come to know that many civilian murders are by 9mm handguns then its relevent to speaker X and he can say that we need these guns because most criminals also have the same type of guns. If we come to know that most of murders are not by 9mm handguns then speaker Y can use this information.

I'm going to guess E for this one.

It's a tough choice between A & E, but I think that A can be eliminated because cost does have some small relevance. The comparison is made between the 9mm guns, and the cost of retraining the police. in this way, the training is dependent on the cost.

E is just totally irrelevant because the issues is about police use of 9mm guns, not criminal use.

I too feel (E) is the correct answer.
(A) seems relevant - if the cost of retraining with current machines (0.38)is cheaper than buying new 9mm guns, they may decide the former.

OA is E as per jaynayak's explanation...

Although I went for A myself... tells you that reading all the choices is critical and not jump to an answer.

Yes, (E) is out of scope, and therefore the most irrelevant here. Police do not always intentionally aim to kill a suspect.

Don't see what the confusion is.
Speaker Y clearly states 'better use of public funds', indicating that the cost of the gun is a relevant factor.

E it is.
