The problem is from PR LSAT practice material.

OE is as below.

The point of the argument is that the cattle law is causing serious threat. For this to be true, it must be true that places where this law doesnt exist do not face these threat/problem. This A.

'A' is clear - we hv to show that the resulting problem is due to the imposed law. 
Only A shows that in absence of such a law, the problem does not arise.
'C' talks abt disease spreading among the cattle - It does not directly connect how this causes all the problems mentioned in the passage. 
Also, it talks only abt ONE aspect of the problem - disease. Doesn't mention naything abt loss to crops etc.
