In evaluate question, I understand that we can use variance test to answer the question. However, this approach is used when we start evaluating each options. Prior to moving to the option do you suggest having any particular mindset? Just as in strengthen question where I have the mindset that whatever the option says it should agree with the conclusion by bringing some (new) information.

In case of evaluate questions, I like to imagine a committee discussing whether a given statement (the conclusion) is valid or not. There are some points already mentioned to support it. I take each option as something a committee member suggests - Let's try to find out more about this ..(option A).. It will help us find whether the conclusion is valid. With the conclusion clearly in mind, I try to find whether ...option (A)... will be useful. Whether option (A) is even relevant. I will go to yes/no only in case of confusion but possibly, when I am evaluating whether something is relevant, I am subconsciously thinking whether it will make a difference to the conclusion which comes back to the yes/no test again. For most options, you won't need to consciously use it.
