I will go with ‘C’
A – The conclusion is made from the figures obtained in 1980 & 1989 and not from figures obtained in 1985.
B - The conclusion is for countries that are trying to hold the external debt steady not for countries that what to lower their debt.
D – The conclusion is concerned about share of ‘world external-debt’, so this does not undermine the conclusion
E – Out of context.

Makes perfect sense. Thats why they say hindsight 20/20.

The idea here is to disprove that the countries were holding steady external debt. Choice A provides info that the external debt was infact varying for these countries.
