Using Statement 1 2 and 4, the person can say that the rainwater is polluted not his car.

the car may not be running on the highway but it could be still running and polluting

As old_dream_1976 said C and E can each help deduce the statment, "my car is not polluting". However, C seems to be the stronger one of the two with better sustainability for the statement. The statement, "It is not raining" proves that "I'm not driving my car" and thus my car is not the one polluting. I believe this statement leaves a door open for a possibility that if it rains then my car would be driven and thus contribute to the polluting.

In the other case (C), a hardcore condition is introduced saying that if Bicycles were polluters then I would drive my car, but a fact is already is in place that Bicycles are not polluters. Thus, combining II and the C option no one can deny the fact that "My car is not polluting" since I'm not driving the car as bicycles are not polluters.

Hope, the reasoning is correct. What is the answer?

Logic is:

Note that a car travelling on highway is polluting (by I). Also by III, whenever the car is on the highway, it rains.

If IV is changed to its not raining, by III the car is not on the highway in which case the car is not polluting.

Note that the subtle point here is that the car is not "polluting now" not that the nature of the car is non-polluting.
