A. It says that years ago mortality rate associated with poor sanitation was of higher magnitude than mortality rate associated with vehicular traffic...then it says that sanitation improved substantially and mortality rate associated with poor sanitation has come down, which made the vehicular traffic, a chief cause of deaths at present. I doesn't says that mortality rate associated with vehicular traffic increased substantially. So it is not strong enuf explanation.

C. irrelevant.
D. It says that imigrants setteled in Megacity, if not for permanant,for initially atleast. This is no enplainaton to me.
E. out of scope.

Now B. It says that birth rate is declining steadily. So it explains, why the population is not increasing significantly.

Id Go with B.

Explains why the population growth has not increased. Remember we are talking about the population as a whole. Just think about it in real terms.

If there are 100 people in City X. 10 people die 5 people are born 5 people immigrate. Population is stable.

U can even use real world examples such as those in Europe where immigration is high, but population is declining b/c of declining birth rates.

I dont see the relevence with A.

D: This was my contendor. Im actually suprised to see this from GPrep. It seems to require an additional assumption. So i didnt pick it.
