I would go for A. This shows that the hardship is more for small ones.
B is okay, but lacks the counteract the "massive" part.

A it is as large companies have more capital than small ones to react to safety regulations

B) if small companies are using the same technology as large companies do, this further strengthens the argument that small companies may be quicker to adjust than large companies to increasing regulations
E) again, diversification = more adjustments and this will be more of a strain on large companies for safety regulations adjustments.
