A is the clear winner.

It provides reason that whales are responsible for decline and not due to disease

Why is B incorrect though? Doesn't it weaken (contradict) the argument by saying that the population actually didn't decline but that there was a migration of sea otters?

Not B because - conclusion is that its desease that decreased the population..
So we have to weaken this statement.. A does a better job..

Definitely A here...

B is incorrect because it deals with general 1980s... vs... the argument talks about late 1980s

Only (A) hints of another cause of the decline in the otter population. (Actually, they were probably hunted for their pelts :twisted: )
