IMO C

C fulfills the requirements to evaluate the argument because it mentions necessary information: the comparison between the cost of filtering sulfur and that of cleaning the coal, hence deciding whether new-coal burning plants can save money by installing new cleaning equipment rather than remaining its old filtering equipment
