It should be A.
To evaluate whether the cost of extracting uranium from seawater is high you have to determine the quantity left on land. If land reserves run out, obviously the price of uranium will rise. Hence it may then be economically viable to extract it from seawater.

I did not choose C because it is not clear whether the resulting technological advance will make extraction from seawater cheaper than from land.

For D, it is not clear too whether which method will be cheaper too.
