Conclusion: Criminologist argues that if the trial is speedy, then the criminals will think twice before committing a crime.
Reasoning: Potential violent criminals will hesitate to break the law because of speedy trials.
Pre-thinking: If there is a circumstance that doesn't allow the criminals to think, then the argument will fall apart. For instance, petty crimes such as mugging can happen without planning for days/months.

D. Everyone accused of a crime has the right to a trial. Same as C. Doesn't affect the argument
E. Countries that promptly punish suspected lawbreakers have lower crime rates than countries that allow long trials. - This actually strengthens the argument.
