Simple division :
23 divided by 99.
results in 0.2323...
So according to the question we can say
0.{23}
So IMO C

Approach 1: Let \(\frac{23}{99} = X\)
then \(23 = 99 X\)
\(23 = 100 X - X\)
Now put values of X, always start with Option C, this reduces time.
LHS = 23
RHS = 100*0.232323... - 0.232323... = 23.232323... - 0.232323.... = 23
Since LHS = RHS
Option C is the answer.
Approach 2: Refer GMATCLUB math book page 12.
