Question stem:- $$\frac{r_{A}}{r_{B}}=?$$

Given, $$r_{A}*h_{A}=r_{B}*h_{B}$$ Or, $$\frac{r_{A}}{r_{B}}=\frac{h_{B}}{h_{A}}$$

St1:- The height of A is twice that of B.
Or, $$h_{A}=2*h_{B}$$
So, $$\frac{r_{A}}{r_{B}}=\frac{h_{B}}{2*h_{B}}=\frac{1}{2}$$
Sufficient.

St2:- The volume of cylinder A is 30π.
Or, vol. of cylinder A=vol. of cylinder B=30π.
No relationship between radii and heights are given.
Insufficient.
