Fewer is the correct comparison.

Also, Had (in C,D and E) should only be used when there are multiple tenses and you are stressing that an event occured before another one in the past.

That's not entirely true. The "had" used in this sentence is not part of a past participle, but rather of simple past word for possession.

The tense is still iffy in the sentence's chronology, but don't confuse the two following examples:

I had lunch.

I had eaten lunch, when I became sick.


kidderek, you are right. I confused the two. In this case had is awkward contruction and has nothing to do with past participle.

seats are countable, so fewer is required here.

lobbied for X with Y ~ is succinct and idiomatic

C is gramatically right, but its just a wordier version of A.

That the stadium has fewer seats is a fact, so we don't use "that had..." here

Another one for A, fewer is correct usage. Don't think lobbied for... had makes sense.

Hey it's A

the reason it's not C is, C is in the past perfect tense. U should not try to use past perfect tense, unless U have no alternative but clarify some things.
Most often, simple past is recommended, which was followed in A.

Clarified..??
