What does propotion of alchol mean alchol/total vol or alcohol/water . I feel propotion is 2nd one

In this question, “alcohol proportion” means alcohol volume / total solution volume.

That is clear from the phrase “10% alcohol by volume.” So the original solution has 4 liters of alcohol out of 40 liters total. To double the alcohol proportion means to make the solution 20% alcohol by volume.

It does not mean alcohol / water. If the question meant that, it would usually say “the ratio of alcohol to water.”
